The First Government Building is a skyscraper with a height of 243 meters and the free observation deck on the 45th floor is popular as a view spot that overlooks the city of Tokyo. The building also contains the Tokyo Tourist Information Center and a nationwide tourism PR section. You can also visit the section of Tokyo Metropolitan Assembly building, the Special Committee room No. 15 (special budget), and the city council PR corner.

Genres are divided into each floor such as J-pop, rock, and classical music, and the interior theme of each floor is different for each genre. Many events by artists and performers are held in the event space on the basement floor and the eighth floor as well as the floor with the grand piano. There is a café on the rooftop, and at night it is an adult space where you can enjoy music while drinking and smoking.

    This is a large bookstore located five minutes on foot from JR Ikebukuro Station East Exit, and the sales floor is from the basement to the ninth floor. There are books of various genres ranging from literary books to magazines, comics, medical and other specialist books etc. Many people visit from far away to find the book they are looking for. Inside the shop, you can search for your desired book with the help of a search machine, or you can use the desks and chairs provided to choose your books carefully. There is also a café on the fourth floor.
